How could we create new ways to reduce the social impact during the construction of projects? How could we improve the construction methods of the assembly process of power lines and pylons? How can we reduce the effective construction time and deliver our projects on time or even ahead of schedule?


CONTEXT OF THE PROBLEM

Due to the rapid growth of the country and the migration of the Peruvian population to new areas, the growth of electricity demand was a forced reality. For this reason, the construction projects of new power lines and substations must connect generators, distributors and customers in the shortest possible time, complying with the expected deadlines. However, currently our construction deadlines for high-voltage power line and substation projects have a compliance rate of 97%, with a CAPEX compliance overcost of 3.5% in regard to the established amounts. This situation has represented additional costs in the last years of 10 MM USD. The problem of small delays is due to two important factors. The first factor is related to the social impact on construction projects, since we do not have an optimal way to bond with all the communities around our project area and make them our allies. This has meant delays of more than 06 months in our most representative projects. The second factor is the construction methods used by us. Fro this reason, we seek to break the traditional way of building projects and thus reduce the critical route times, especially in rugged and remote areas.

DESCRIPTION OF THE PROBLEM

The breach of project deadlines and cost overruns results in delays in the formation of new lines and causes economic impacts for ISA REP.

FREQUENCY OF THE PROBLEM

Construction deadlines for high-voltage power line and substation projects are met at 97%, with a cost overrun CAPEX of 3.5% in relation to the established amounts.

PARTIAL SOLUTIONS

As the ISA company, we have searched for solutions to the challenges of construction projects at the Latin American level. In that sense, we had the following programs:
 
- The Open Innovation 2020 Challenge for the Latin American Region, "Sustainable Transmission Lines", addresing the following challenges: How to build new foundations for transmission line towers? and How to apply new materials to infrastructure related to transmission lines? At the end, from these activities, we obtained a pilot for foundations that we could not apply to projects in Colombia nor Peru.
- The Open Innovation 2021 Challenge for the Latin American Region, "We are looking for Solutions", addresing the following challenges: How to optimize the current designs or the construction methods of the energy transportation infrastructures and roads businesses to carry out more competitive projects in cost and time? How can we optimize them and at the same time reduce and mitigate the environmental, social and property impacts? How can we ensure sustainability and efficiency throughout the life cycle of the assets? From these questions, we obtained a pilot to do the follow-up of the execution of projects, but not to their construction.
 
We have also worked with universities. For example, we launched the Tour Novus Challenge to the students of the National University of Colombia with the following challenge: How to optimize the current designs or the construction methods of the energy transportation infrastructures and roads businesses to carry out more competitive projects in cost and time? How can we optimize them and at the same time reduce and mitigate the environmental, social and property impacts? How can we ensure sustainability and efficiency throughout the life cycle of the assets? From these questions, we got only a prioritized conceptual idea for the assembly of structures, not yet prototyped nor piloted.
